Cisco is a hacker who is associated with the Dark Army. He is also Darlene's ex-boyfriend, and serves as fsociety's link to the Dark Army. When the Dark Army drop out of fsociety's hack of Steel Mountain, Darlene takes his identity to communicate with them directly, which Cisco eventually learns.

Cisco sells CD's on the street that contain spyware which allows him to access the computers of his victims. Using the data and video he gathers, he blackmails his victims. At the request of the Dark Army, he sells one of his CD's to Ollie Parker, allowing him access to his, and Angela's financial records. Cisco uses that information to force them to plant malware on the Allsafe Cybersecurity system.
